The Directorate of Youth has three (3) main components for development and youth empowerment, which can be achieved through Employment & Training, Youth Skills Training and  Resource Coordination, Programme and Administraion. National Youth Council (NYC) and National Youth Service (NYS) are stakeholders of the Directorate of Youth.

Division: Employment and Training

  • Continuously sensitize and inform youth on the existence of the Namibia Youth Credit Scheme;
  • Facilitate five days basic business management training of aspiring youth entrepreneurs when need arises;
  • Appraise and provide feedback on status of applicants within a month after completion of training;
  • Facilitate signing of contract and disbursement   of loans (N$ 2000 – N$ 100 000) to successful Namibian youth within a month after appraisal;
  • Continuously monitor and  evaluate the progress of enterprises established or expanded and provide support thereof; and
  • Provide progress report on quarterly basis.

Division: Youth Skills Training

  • Continuously conduct awareness on youth skills training through various platforms;
  • Advertise for annual intake in October/November;
  • Enroll successful applicants for skills training in January;
  • Provide technical and non-technical trades at youth skills training centres for a period of one year;
  • Provide basic semester courses at multi-purpose youth resource centres for a period of 3-6 months;
  • Facilitate trainees industrial attachment for a period of three months; and
  • Manage and administer youth skills training centres at all times.

Division: Resource Coordination, Programme and Administration

Youth Reproductive Health

  • Provide Sexual Reproductive Health (SRH) information and counselling services daily;
  • Provide HIV/AIDS information, HIV pre-testing and post-testing counselling and ARV treatment on a daily basis;
  • Provide family planning services, (pregnancy testing, ante-natal care and post- natal care) daily; and
  • Continuously conduct public awareness on SRH at various platforms.

Juvenile/child Justice

  • Continuously provide diversion programs (Life skills and community services) to young offenders as identified;
  • Continuously conduct awareness on youth and child rights at various platforms; and
  • Render psycho-social support services (counselling and referrals) within two working days.

Youth Gender

  • Continuously educate the youth on gender issues through various programmes.

Youth Exchange and Hosteling

  • Organize annual work camp and youth exchange activities; and
  • Provide affordable hosteling services to both local and international youth at all times.

Environmental Education

  • Provide education on environmental conservation (natural resources)as per training calendar;
  • Expose youth to practical conservation work and outdoor leadership skills annually;
  • Plan and coordinate annual field guide training; and
  • Facilitate annual emerging managers training programme on hospitality and tourism.

Integrated Rural Youth Development

  • Provide basic skills to out of school and unemployed youth in rural areas  at all times when need arises;
  • Provide guidance on establishing rural youth clubs at all times; and
  • Source resources for rural youth projects when need arises.

Research Data and Information

  • Conduct annual tracer study on graduates from youth skills training centres;
  • Conduct research every five years and provide information on the impact of youth development programmes;
  • Continuously disseminate information on youth development programmes at various platforms;
  • Ensure availability of youth programmes information at all youth centres at all times; and
  • Continuously update and maintain database on youth development programmes.

Youth Skills Training Centre Youth Skills Training Centre

Introduction

The Ministry of Sport, Youth and National Service has five (5) main youth skills training centres, namely; Berg Aukas Youth Skills Training Centre in Otjozondjupa region, Kai//ganaxab Youth Skills Training Centre in Hardap, Frans Dimbare Youth Skills Training Centre in Kavango-East,  Okahao Youth Skills Training Centre in Omusati region and Farm Du Plessis in Omaheke region.

These training centres were established to impart skills to out-of-school and unemployed young people who do not meet the basic entry requirements of conventional Vocational Training Centres. Young people enrolled at these skills training centres are trained in various trades in order to become employable or self-employed using the acquired skills.

AIMS AND OBJECTIVES

  • To recognize education and training as a lifelong process and emphasize the needs for quality education and training that is relevant so that all young people are socially and economically productive towards national development.
  • To improve access and opportunities for skills and entrepreneurship training for young people.
  • To involve private sector in the education training sector.
  • To establish and promote alternative modes of training for out of school learners and equip them with relevant skills for labour market and self-employment.
  • To emphasize the needs of quality education

ADMISSION REQUIREMENT

  • Out of school youth and unemployed youth.

METHOD OF APPLICATION

  • Application forms can be obtained at any youth offices/centres countrywide or at regional council offices.

METHOD OF PAYMENT

  • A once off tuition fee of N$ 300 to N$ 700 is payable upon registration.

DURATION OF THE PROGRAMME

  • This is a one (1) year face to face programme.

KAI//GANAXAB SKILLS TRAINING CENTRE

The centre is located 12 km west outside Mariental.
